Lessons From a Catastrophic Fire

Apply Your Learning to a Real Event. Research an historic catastrophic wildland fire incident that occurred in the United States. Discuss with your counselor and/or your troop or a group approved by your counselor the conditions that led to the incident, how the incident was managed, and how the incident could have been prevented. Explain what lessons were learned and how this incident affected future fire suppression policy or suppression tactics.

On August 5, 1949, sixteen smokejumpers parachuted into Mann Gulch in Montana to catch what looked like a routine fire. Less than two hours later, thirteen of them were dead. The foreman, Wag Dodge, did something nobody had seen before: with the fire closing in and no chance of outrunning it uphill, he lit a patch of grass in front of himself, let it burn clear, and lay down in the ashes. He survived. Two others survived by finding a gap in the rimrock. Everyone else died on the slope.

That fire changed American firefighting. The escape fire Dodge invented on the spot became part of the training. The study of fire behavior as a science expanded dramatically. And eight years later, when a task force sat down to review sixteen tragedy fires and write what became the 10 Standard Firefighting Orders, Mann Gulch was in the stack.

That is what this requirement is about. You will pick one catastrophic fire, take it apart, and explain what the profession learned from it.

Choosing Your Fire

The requirement leaves the choice to you. Pick one you can actually research in depth — a fire with a published investigation report, a good book, or a documentary is far more workable than one with a paragraph on a wiki. Broadly, these fall into three families, and each teaches a different lesson.

Firefighter fatality fires

These produced the safety systems you studied in Req 6b.

  • Mann Gulch, Montana, 1949 — 13 deaths. The origin of modern fire behavior research and, indirectly, the 10 Standard Firefighting Orders. Norman Maclean’s book Young Men and Fire is the classic account.
  • Rattlesnake Fire, California, 1953 — 15 deaths in a night-time wind reversal in a canyon.
  • Loop Fire, California, 1966 — 12 deaths in a chimney, a case study in terrain-driven fire behavior.
  • South Canyon / Storm King Mountain, Colorado, 1994 — 14 deaths. The fire that made LCES doctrine and reshaped how crews evaluate escape routes and safety zones.
  • Thirtymile Fire, Washington, 2001 — 4 deaths, and the source of significant changes to accountability and entrapment investigation.
  • Esperanza Fire, California, 2006 — 5 deaths on an engine crew during structure protection in a Santa Ana wind event.
  • Yarnell Hill Fire, Arizona, 2013 — 19 members of the Granite Mountain Hotshots died, the greatest loss of wildland firefighters in decades, with enduring questions about communications and situational awareness.

Community destruction fires

These reshaped how the country thinks about the wildland-urban interface from Req 4b.

  • Peshtigo, Wisconsin, 1871 — roughly 1,200 to 2,500 deaths, the deadliest wildfire in American history, and almost unknown because it burned the same night as the Great Chicago Fire.
  • Great Hinckley Fire, Minnesota, 1894 — hundreds killed, with a famous train evacuation.
  • The Big Blowup, Idaho and Montana, 1910 — about 3 million acres and at least 85 deaths in two days, the fire that set U.S. suppression policy for seventy years.
  • Cerro Grande, New Mexico, 2000 — a prescribed burn that escaped and burned hundreds of homes at Los Alamos, leading directly to the National Fire Plan.
  • Camp Fire, California, 2018 — 85 deaths and the destruction of Paradise; a powerline ignition, a wind-driven morning run, and an evacuation that overwhelmed the roads.
  • Marshall Fire, Colorado, 2021 — a grass-fueled suburban fire in December that destroyed over a thousand homes and proved the WUI problem is not limited to forests or to summer.
  • Lahaina, Hawaii, 2023 — over 100 deaths in a wind-driven fire in non-forest fuels.

Ecological and policy turning-point fires

  • Tillamook Burn, Oregon, 1933 — a massive coastal timber fire followed by reburns roughly every six years, and one of the largest reforestation efforts in American history.
  • Yellowstone, 1988 — about 1.2 million acres in and around the park, a national argument about letting fires burn, and a case study in fire ecology and public communication.
  • Biscuit Fire, Oregon, 2002 — half a million acres and a long, contentious debate over post-fire salvage logging.

The Five Questions to Answer

The requirement names five things. Structure your research and your discussion around them in this order.

1. What conditions led to the incident?

Use the fire environment framework from Req 5a and go beyond “it was hot and dry.”

  • Weather: What was the wind doing? Was a front passing? What was the humidity, and had there been recovery overnight? Was there a named wind event?
  • Topography: Slope, aspect, chimneys, canyons, and how the terrain shaped the run.
  • Fuel: What was burning, how much of it, how continuous, and how dry? Had fuel accumulated because of past suppression?
  • Drought and antecedent conditions: How long had the area been dry, and what were the heavy fuels doing?
  • Ignition: What started it, and when? Human or lightning?
  • Human context: What had been built where, and who was on the landscape?

2. How was the incident managed?

  • What resources responded, how quickly, and were they adequate?
  • What tactics were used — direct or indirect, and why?
  • How was the incident organized, and was ICS in place? For fires before 1970, it was not, and that itself is part of the answer.
  • How did communications work, and where did they break down?
  • What decisions look questionable in hindsight, and what did the people making them actually know at the time? This distinction matters enormously and is the mark of a serious analysis.
  • If people died, what does the investigation report say about LCES, the Orders, and the Watch Out Situations?

3. How could it have been prevented?

Take this question broadly, because most catastrophic fires have prevention answers at several levels.

  • Ignition prevention: Could the start have been avoided — utility maintenance, burn permit enforcement, equipment restrictions, campfire rules?
  • Fuel conditions: Would prescribed fire or thinning have changed the outcome?
  • Community preparation: Defensible space, building codes, evacuation planning, road access?
  • Firefighter safety: Which of the 18 Watch Out Situations were present? Which Orders were compromised, and when?
  • Systemic causes: Was this a failure of one crew, or of policy, funding, staffing, and training over years?

4. What lessons were learned?

Distinguish between what people said they learned and what actually changed. Investigation reports produce recommendations; some become doctrine and some quietly disappear. Look for the ones that stuck.

5. How did it affect future policy or tactics?

This is the payoff question, and it is what separates a report from an analysis. Trace a specific line from the fire to something that exists today.

Some documented examples to model your own on: Mann Gulch led to expanded fire behavior research and fed the 1957 review that produced the 10 Standard Firefighting Orders. South Canyon made LCES federal doctrine and drove major changes in how escape routes and safety zones are evaluated. Cerro Grande led directly to the National Fire Plan and to substantially stricter prescribed fire planning and review requirements. The 1910 Big Blowup produced the total-suppression era and the 10 a.m. policy. Yellowstone 1988 forced a national review of fire management policy and reshaped how agencies communicate with the public about managed fire. Camp Fire drove utility regulation, evacuation planning, and building code changes across California.

Doing the Research Well

Where to Find Reliable Material

Prioritize primary sources over summaries
  • Official investigation reports. Serious accident investigation reports, Facilitated Learning Analyses, and agency after-action reports are public and are the single best source. The Wildland Fire Lessons Learned Center hosts many of them.
  • Agency histories. Forest Service, National Park Service, and state forestry agencies publish detailed accounts of major fires.
  • Books. Young Men and Fire (Mann Gulch), Fire on the Mountain (South Canyon), and Granite Mountain (Yarnell Hill) are all serious, well-researched accounts.
  • Documentaries and agency training videos, including the ones on this page.
  • Newspaper archives from the time, which capture what people knew as it unfolded — and often what they got wrong.
  • Local historical societies and museums, especially for older fires.

One requirement left — and it is the one that asks whether any of this might be your job someday.
