The Incident Command System

Draw a diagram of the Incident Command System. Alone or with your team, explain the responsibilities of the Command and General Staff positions on a wildfire incident.

A large wildfire can draw 3,000 people from a hundred different agencies, states, and private contractors, most of whom have never met. They arrive over a few days, feed and house themselves in a tent city in a hayfield, coordinate a dozen aircraft, spend a million dollars a day, and go home. Nobody planned that specific organization in advance.

It works because of the Incident Command System (ICS) — and ICS was invented by wildland firefighters. After a devastating 1970 southern California fire siege in which coordination failures cost lives and homes, a program called FIRESCOPE developed a standard structure that any agency could plug into. It worked so well that it spread far beyond fire; today ICS is the basis of the National Incident Management System and is used for hurricanes, oil spills, disease outbreaks, and large public events across the country.

The Ideas Behind the Chart

Before drawing anything, understand the five principles that make the boxes matter.

  • Common terminology. Everyone uses the same words for the same things, so a crew from Georgia and a crew from Oregon mean the same thing by “Division A.”
  • Modular organization. The structure grows and shrinks with the incident. A one-engine grass fire has an Incident Commander and nothing else; that same IC adds sections as the fire grows and removes them as it winds down. Positions that are not filled are simply not activated, and their duties stay with the IC.
  • Unity of command. Every person reports to exactly one supervisor. No exceptions, no matter which agency signs their paycheck.
  • Span of control. One supervisor manages roughly three to seven people or resources, with five as the target. Exceed it and things get missed.
  • Unified command. When an incident crosses jurisdictions — a fire burning across federal, state, and private land — the agencies form a single command with shared objectives and one action plan, instead of running competing operations.

There is one more piece that pulls it together: the Incident Action Plan (IAP), a written plan produced for each operational period (usually 12 or 24 hours) that states objectives, assignments, communications, medical plan, and weather. The IAP is why the night shift knows what the day shift did.

The Diagram You Need to Draw

Your diagram needs three tiers, and the shape communicates something real:

  1. Incident Commander at the top — a single box.
  2. Command Staff — Public Information Officer, Safety Officer, Liaison Officer — drawn to the side of the IC and slightly below, connected directly to the IC. They advise and act for the IC; they do not run sections.
  3. General Staff — Operations, Planning, Logistics, and Finance/Administration Section Chiefs — drawn in a row beneath the IC. Each runs a section with its own units.

A useful memory aid for the General Staff is “Do, Think, Get, Pay”: Operations does it, Planning thinks about it, Logistics gets it, Finance pays for it.

The Incident Commander

The Incident Commander (IC) has overall responsibility for the incident and is the only position that is always filled. Every function not delegated stays with the IC — on a small fire, the IC is also doing safety, information, and logistics personally.

The IC’s core duties:

  • Assess the situation and set incident objectives — what success looks like, in priority order.
  • Establish the immediate priorities, which are always in this order: life safety first, incident stabilization second, property and environmental protection third.
  • Determine the organization needed and activate only the positions required.
  • Approve the Incident Action Plan for each operational period.
  • Approve all requests for resources and for release of resources.
  • Authorize release of information to the public.
  • Coordinate with the agency administrator (the forest supervisor, park superintendent, or state forester) who owns the land and issues the delegation of authority.
  • Ensure after-action reporting and, if something goes wrong, investigation.

The Command Staff

Three positions report directly to the IC and are drawn beside the IC on the chart. All three exist to protect the IC’s attention.

Public Information Officer (PIO)

The PIO is the single point of contact for the public, the media, and often other agencies’ information staff. Responsibilities include preparing accurate incident information, holding community meetings and briefings, running the fire information line and social media, escorting media on the fire, coordinating evacuation and closure messaging with law enforcement, and monitoring rumors so they can be corrected fast. During an evacuation, the PIO’s work is a life-safety function, not public relations.

Safety Officer (SOFR)

The Safety Officer monitors operations for hazardous conditions and develops measures to protect personnel. This position carries authority almost nowhere else in ICS grants: the Safety Officer can stop or alter unsafe operations immediately, without going up the chain first. Duties include reviewing the IAP for hazards, writing the safety message that appears in it, investigating accidents, tracking fatigue and work/rest ratios, and assigning assistant safety officers to divisions. On a large fire, the Safety Officer’s judgment on LCES adequacy is decisive.

Liaison Officer (LOFR)

The Liaison Officer is the point of contact for assisting and cooperating agencies — the sheriff’s office, the county, the utility company, the Red Cross, adjacent landowners, tribal governments, and neighboring fire districts. Agency representatives report to the LOFR, who resolves inter-agency problems before they reach the IC. On a WUI fire, the LOFR is the reason evacuation orders and road closures line up with what firefighters are actually doing.

The General Staff

Operations Section Chief (OSC)

The Operations Section Chief runs the tactical fight and typically supervises the most people and equipment on the incident — sometimes thousands.

  • Develops the tactical portion of the IAP and executes it.
  • Directs all resources assigned to the fire: hand crews, engines, dozers, aircraft, structure protection.
  • Organizes the fire geographically into Divisions (a piece of the fire, labeled A, B, C…) and functionally into Groups (such as a structure protection group), with Branches above them when the incident is large.
  • Manages resources as single resources, strike teams (five of the same kind, such as five engines, with a leader), or task forces (a mixed set assembled for a purpose).
  • Requests and releases resources through the IC.
  • Reports progress and changing conditions, and adjusts tactics through the operational period.
  • Supervises the Air Operations Branch on incidents with aviation.

Planning Section Chief (PSC)

Planning collects, evaluates, and distributes information, and produces the IAP. It is the incident’s memory and its forecast.

  • Situation Unit — maps the fire, tracks perimeter growth from infrared flights, and produces the situation report.
  • Resources Unit — tracks the status and location of every resource and every person, which is what makes accountability possible.
  • Documentation Unit — maintains the complete incident record.
  • Demobilization Unit — plans the orderly release of resources, which on a big fire is nearly as complex as bringing them in.
  • Technical Specialists — fire behavior analysts, meteorologists, GIS specialists, archaeologists, hydrologists, and structure protection specialists.
  • Runs the planning cycle and the planning meeting that produces each operational period’s IAP.

Logistics Section Chief (LSC)

Logistics provides everything the incident needs: facilities, services, and material. On a large fire this means building and running a small town.

  • Supply Unit — orders, receives, and distributes everything from hose to batteries.
  • Facilities Unit — sets up and runs incident base, camps, showers, sleeping areas, and the incident command post.
  • Ground Support Unit — vehicles, fueling, transportation, and equipment maintenance.
  • Communications Unit — the radio plan, frequency assignment, and the radios themselves.
  • Medical Unit — care for incident personnel (not the public), plus the medical plan and medevac arrangements.
  • Food Unit — feeding thousands of people two hot meals and a sack lunch a day, on time.

Finance/Administration Section Chief (FSC)

Finance tracks the money and the legal exposure. It is the least visible section and the one that keeps the incident lawful.

  • Time Unit — personnel and equipment time records, which is how everyone gets paid.
  • Procurement Unit — contracts, land use agreements, and equipment rental agreements.
  • Compensation/Claims Unit — injury compensation for personnel and damage claims from the public, such as a rancher’s burned fence or a landowner’s dozer line.
  • Cost Unit — tracks incident cost, provides cost estimates, and recommends cost savings.

Diagram Checklist

What your counselor will look for
  • Incident Commander at the top, in a single box.
  • Command Staff — PIO, Safety, Liaison — connected to the IC and drawn to the side, not below.
  • General Staff — Operations, Planning, Logistics, Finance/Administration — in a row beneath the IC.
  • At least a few units shown under each section to prove you know what the sections contain.
  • Correct reporting lines, with every box connected to exactly one supervisor.
  • A note on modularity — mark which boxes would not be activated on a small fire.

You can now organize a fire. Next comes the far more tactile question of what the people at the bottom of that chart are actually holding in their hands.
